Redistricting raises all sorts of hard issues, and I'm also surprised
not to see more discussion of the incredible population shifts in some
neighborhoods, particularly the shift in non-white and hispanic
populations from 1990 to 2000. For example:
Phillips. The population of Whites decreased from 7,759 to 6,258, while
the non-white population (excluding ethnicity) increased from 9,488 to
13,547 (from 55% of the population to 68% of the population). Hispanic
or Latino population in Phillips increased from 667 to 4,385 (or from
3.9 % of the population to 22.1%).
Whittier. While population of whites and non-whites remained somewhat
stable (decreasing a bit for whites, increasing a bit for non-whites),
the Hispanic population increased from 531 (4.1%) to 3,299 (21.6%).
Hawthorne. White population decreased from 3,219 to 1,271. Non-white
population increased from 2,813 to 5,062 (or from 46.6% to 79.9%).
Jordan. White population drastically decreases from 5,000 to 2,152.
Non-white population increases from 2,737 (35.4%) to 6,997 (76.5%).
Hispanic population remains relatively small but increases from 2.9% to
4.2%.
The trend is similar in other neighborhoods (Folwell is particularly
remarkable in its population shift and is very similar to Jordan). My
question is this, especially for the heads of the NRP contracting
groups: what is being done to first recognize the remarkable shift, and
will the neighborhood group institute changes to include more
non-whites and Hispanics in representation?
