I would certainly think that there are better uses for my tax money than 
putting 10,000+ pages of material online!  The cost, and the staff time 
needed to do this would be large, and very disproportionate.

To say nothing of the privacy consideration of the city suddenly publishing 
private emails sent by constituents to their council member.  Eva ignores 
this completely, but it seems to me that you would have to get permission 
before publishing this private correspondence.  Subpoened for use by 
federal  investigators is quite different from just publishing to everyone!
