All:

The Articles of Incorporation and the Bylaws of PPERRIA say not one word
about "students" and membership.  (Now "not one word" in this case means
"none," "nothing," "no," "zip," "zero," etc.  I need to say that because
some people are known to believe that "no" just means "maybe.")

The Bylaws do say that membership is composed of people who have a
"permanent and primary" residence in the neighborhood.  Those terms are
not further defined let alone to say that students can't be members.
Furthermore, there is no procedure in PPERRIA to approve or reject
anyone from membership.  If you apply, you can vote at the next
meeting.  No one has ever been rejected from membership.  No one has
ever been kicked out of PPERRIA.  (Although one member was asked to
leave one meeting because of continuously disruptive behavior.  He
refused.  He stayed in the meeting.  He's now on the Board of
Directors.)

So, can students join PPERRIA?

You bet they can!

Are students members of PPERRIA?

I know of at least one student who is a member and he's that disruptive
member who is now on the Board of Directors.  Whether there are more
student members, I think there probably are but I really don't know for
sure.  There is but one kind of PPERRIA member and we neither request
nor keep demographic information on our members.

I have also heard recently that some unknown people are saying that
"renters" can't join PPERRIA.  I have heard it is being said that
residents of Glendale can't join PPERRIA.

NONE of that is true.  (I'm sorry, so that some people don't
misunderstand, I need to clarify that "none" means "none.")  You may be
confident that anyone saying the contrary is peddling misinformation.
That such things are being peddled says more about the goals of those
doing the peddling than about the facts.
