How much money are we talking about? What is the general revenue fund? How 
much is in the general operating budget?   

School Board Candidate Dick Anderson noted that there were over 200 highly 
compensated district employees, defined as employees earning more than the 
highest paid teacher.  

In 1990-1991 the average US school district spent 2.2% of its operating 
budget on salaries for central office administrators and professional staff 
(Robinson and Brandon, 1992, Perceptions about American education: are they 
based on facts?; Arlington, VA; Educational Research Service).
