Jay raises and important issue. I think he is on to something here. If we could reform inspections to actually make Rental Property Licensing work we would be making great strides in improving and preserving our housing.
Currently, virtually every rental property is operating under a provisional license. These are provisonal because an inspection is pending....but I know of no property (although there may be some) that has ever had the inspection. Typically these provisional licenses get renewed every year, provided the landlord pays the license fee. A review of the inspections dept. ought to include an improved work plan that would begin addressing the need for these inspections. IMHO - not only should it be the complaining block clubs and neighborhood groups who get results, but getting around these inspections should be part of the ongoing work of the inspections dept.
