Rental Property Licensing is being used effectively in Minneapolis! Rental property in every neighborhood of the city is receiving the "special attention" of the Rental Property inspector. A significant number of dwellings at risk are owned by a few, in comparison, landlords who choose not to keep their property maintained. These folks are loosing their licenses and their buildings either shut down or put into a maintenance/renovation plan with a conservator.
An even greater problem is the houses that are converted to rental by owners who simply leave town and are not really in the landlord business. These are some of the houses that slip through the cracks into uninhabitable conditions. I would love to see a bounty on these houses, snatch them up and clean them up - before they have to be torn down. Sort of a standing offer from the City or a development entity to buy these houses, as is, using an appraisal weighted on condition as well as the usual size and location. Folwell and Webber Camden neighborhoods both track their housing stock with eyes wide open for the converted to rental with out licensing address. Inspections have been our best friend in solving this problem. Folwell also offered a $2000 vs. $1500 first-time homebuyers grant for folks who buy previously owned as rental property and convert it to owner occupied.
