NEAR NORTHSIDE PHASE ONE DEVELOPMENT AGREEMENT
SIGNED
Construction Begins Today
(MINNEAPOLIS) - On November 9, Mayor Sharon Sayles Belton signed contracts
that allow the City of Minneapolis, the Minneapolis Community Development
Agency (MCDA) and the Minneapolis Public Housing Authority (MPHA) to enter
into a Phase One development agreement with McCormack Baron & Associates,
Inc. (St. Louis) and their local partner, Legacy Management & Development
(Minneapolis), to construct 232 rental units in the Near Northside
Redevelopment. This is a historic first step of the landmark $225 million
housing redevelopment of a once isolated 145-acre public housing site into a
mixed-income, mixed-density, high-amenity community with 900 new housing
units, new parks and a parkway-style boulevard connecting north and south
Minneapolis.
"This will be a community in the heart of the city that offers families and
individuals of all income levels real housing choices," says Mayor Sharon
Sayles Belton. "The vision of neighborhood renewal on the north side is
becoming a reality through the hard work of dedicated people and the
building of successful partnerships."
Workers will begin constructing foundations by the end of November for eight
of the 41 rental buildings to be built in Phase One. Phase One rental
construction activity will occur on the north side of Olson Memorial Highway
just east of Emerson Avenue North. The 232 rental housing units that are
part of Phase One will include 105 public housing apartments for families,
48 apartments for other lower-income families and 79 for people paying
market-rate rents. The rental housing will be a mix of duplexes, garden
apartments and townhouses with one to five bedrooms. The first rental units
will be ready for occupancy by fall 2002, with all units to be completed in
2003. All units will be privately owned and managed.
The overall redevelopment project - slated for completion by 2008 - will be
implemented in four phases. The first two phases of the redevelopment will
take place north of Olson Memorial Highway through 2004, and the final two
phases will occur south of Olson Memorial Highway beginning in 2003 and
completed by 2007. Nine hundred new housing units - 440 rental, 360
homeownership and 100 public housing units for the elderly - will be built
for families and individuals of all income levels. The 440 rental units
being built over the next six years will include 200 family public housing
units. Of the 360 new for-sale homes to be built over the next seven years,
110 will be available to low-income families (55 homes at or below 60
percent of Area Median Income, 55 at or below 80 percent of Area Median
Income).
McCormack Baron & Associates, Inc., nationally known for successfully
redeveloping communities formerly concentrated with public housing into
mixed-income communities, is the lead developer for the project, in
partnership with local firm Legacy Management and Development Corporation.
