I'd say yes but we have a peculiar geography here. The highways have successfully divided the city north-south and east-west. Just as the river divides Mpls & Saint Paul. The differences can be quite apparent when you cross the highway and each section of town has a slightly different demographic and needs. So what's good for Mpls may not be good for all, and may be detrimental to some, neighborhoods. We have to focus on our neighborhoods because when some advocate for soemthing they believe is good for the whole city, they don't consider the damage it may do to one part.
