Go to the City Clerk's web page at
http://www.ci.minneapolis.mn.us/citywork/clerk/index.shtml and click on the
boards link.  This will have the boards, commissions, committees, etc where
the current city council and mayor have provided notice of open
appointment.  It is probably possible for the new Mayor to add to this list
any that his administration plans to open-up..

By the way, you can find a lot of interesting stuff on the city web site
(including committee agendas.
