What is more shocking about this incident is that it is not the first at that school. I don't know the overall incidence of these kinds of assaults in Minneapolis schools or whether Minneapolis has more of them than the average school district per capita, but school officials are obliged by law to provide a safe environment and the repetitive nature of the abuse at that school looks like a lawsuit waiting to happen. While I'm sure administrators and teachers are desperately trying to provide safety to all their students, they are in an unenviable position on this one.
