I (and perhaps other list members) would be interested in hearing any
views on how well zoning has worked in Minneapolis in the last few
years.  I'm particularly interested in:

     (a) What is the usual experience when a developer needs a
     zoning change to start a project;
     (b) What has been the usual experience with "special council
     permits;"
     (c) How effective the neighborhoods' voices have been on
     proposed zoning changes;
     (d) Whether "spot zoning" may be occuring; and
     (e) The role of "aldermanic courtesy" in zoning decisions.

I have my point of view on those questions but I don't want to start out
saying them.  I'd like to hear what other people and groups have
experienced.
