The author is missing the point.  The clients for this proposal are not
now wandering the streets of Stevens looking for a place to live.  Where
the people will be is where they find adequate housing - whether it's in
Stevens or anywhere else.  Mr. Cevette has demonstrated beyond question
that Stevens is doing more than its part in this service and for the
benefit of all it's time to work for an equitable solution.  And
further, when did this town throw the code book out the window?
