MNSCU is a Minneapolis-based institution as well as a St. Paul-based institution of higher education. It operates the city's technical college and Minneapolis Community College on Hennepin Avenue downtown as well as the Minneapolis campus of Metropolitan State University.

(PSEO allows high school students to enroll in college level courses to complement and supplement their secondary education.) The threat is direct.
