It's possible that the reason why small units have more vacancies and
not large ones is that those who were constrained to live in small
units are taking advantage of a softer market and moving up in size,
leaving more of the small ones empty.  This isn't just families, but anyone
who would have rather been in a bigger place.

But that's just one possibility, from someone who doesn't have any involvement
in such issues.

A related issue is the buying of large houses formerly occupied by families
by singles and couples without children, reducing the population and
therefore the population density.
