As an elected official, one has the responsibility to constituents to vote "for" or "against" everything put in front of them. Even if they are absent, they should let their intent be known. Anything less is irresponsible and shows a severe lack of commitment to their position and poor leadership for their community. "This is why I'm voting yes,...." or "This is why I'm voting no, ....." are the appropriate responses.
