"Kyle [the Federal judge]  said he felt it was important
that Herron serve at least some time
because his actions had given citizens cause for skepticism
about the integrity of public officials."

I think the judge misses a bit on that statement. I'm pretty
sure that a large chunk of the public was skeptical about
the integrity of public officials long before this scandal
broke (fairly or unfairly), but I do agree that prison time
was warranted because this was a clear and direct abuse of
power.
