Just a suggestion...has the Park Board tried having a strategic planning session together to identify vision, goals and action plan? In organizations that typically don't function well together or where there is polarization, this kind of approach can help either bring the group together in a common vision or identify the struggles clearly enough that the Board can move forward on some issues.
