Yes, yes and yes. WE have a Board Retreat every year which has usually helped us have a common vision for the year's work. However, not for 35 years has the Board done a full fledged plan (the Brightbill was the last). Now, last year we allocated $250,000 for Strategic Planning and I believe have chosen the company to conduct it but with the budget cuts this year I am not sure how far we will go into the strategic planning process. I totally agree that this should help but you know what - look at the cast of characters and you will have to wonder if even that will help. And even if we do decide to spend our money that way - it will take a long time and in the meantime it is very difficult to work. I mean we're at the Legislature NOW, we are trying to work with a new Mayor, NOW, we are trying to work with a new City Council, NOW and our problems with the Watershed District are immediate... even though your idea is good and valid - it doesn't help the dilemma we face right now.
