     Had the School Board honored its commitments and 
signed off on the QZAP bonds before the 2000-01 school
year began, MTTA would most likely still be open. In
any case,  the school did not "suck away" $500,000;
rather, the Board forced it to spend money on capital 
expenses that should have been spent on payroll & taxes.
Speaking of financial mismanagement...the fish rots 
from the head.
