I heard last night that the recent increase in drig trafficking and
prostitution (especially during the daytime) near Bloomington Avenue and
Lake Street is a result of losing two beat officers for that location who
will not be replaced. Although you might be flagged down in your car by
dealers at any time of the day, I hear these beat cops will not be replaced
because the intersection has not received enough 911 calls.

Earlier this week I heard that the entire Community Crime Prevention/SAFE
program is in jeopardy as well. I knew the program lost some middle
management positions, and I knew that the block club grant program would not
be funded this year, but now I hear that CCP/SAFE itself was going away.

Are these just paranoid rumors, or is the Phillips Containment Zone open for
business again?

I have not heard of any of the above items, I would hope that they are not
true, but I will follow up on the issues raised.

A Crime and Safety Block Club Network group has been meeting since Dec. 4,
2002. I have been one of the Co-Facilitators and organizers of this
initiative (as a volunteer in my resident life). This group began as a
collection of concerned citizens in and around 28th & Bloomington who came
together to enhance safety and reduce crime. Participants have been from
both East Phillips and Midtown.

We are presently developing an Action Plan and have been working on it in
partnership and with participation from the City, County (probation and
Attorneys), CCP/SAFE, Inspector Lubinski, Mike Martin, Councilmember
Zimmerman's office, and Judge Mabley. Any concerned resident in and around
28th & Bloomington is more than welcomed to participate. We have had
attendance from 24th St., 11th Ave., all the way to Cedar Ave. The more
active participation, the more we can do!!

Many residents are taking on tasks. The first meeting had 65 residents
present. One of the 20+ Strategies which we (the group) have developed (and
are recruiting volunteers to implement) was to host community events to ask
questions and get information from our elected officials. On May 18th, Amy
Klobuchar, County Attorney will be our guest (10:30 - Noon) and on Thursday,
June 13th from 7:00-8:00, Mayor RT Rybak will be our guest. Both events are
hosted by St. Paul's Lutheran Church on 28th St. and 15th Ave. So.

I will say that the City and the County, ESPECIALLY Inspector Sharon
Lubinski, Councilmember Zimmerman, and both CCP/SAFE teams from East
Phillips and Midtown have been extremely helpful in this process...but they
can't do it all. We need volunteers to take on tasks.

If you are interested in volunteering and being involved...please feel free
to contact me at 952-996-6490, my voice mail hotline number.
