Our Mayor is sincerely trying to determine why no one wants to do business
in Minneapolis (without massive subsidies.)  Here is the text of R. T.'s
letter soliciting input.  EVERY PRIVATE SECTOR PERSON should fill out and
submit the survey.  It only takes a few minutes.


Dear Business Association Leaders,

Here at City Hall, I am working with the City Council to create a clear set
of economic and community development priorities for the City.  One of the
goals of this study is to make it easier for businesses to start up, grow,
and succeed here in Minneapolis.  In order to do this, we need to know what
the City does well and what we do poorly -- that is why I am asking for
your help today.

To collect input from business owners, McKinsey and Company, a management
consulting firm, has created an Internet survey about economic and
community development.  This survey, accessible through the city webpage at
http://www.ci.minneapolis.mn.us, provides you and your members with a
chance to express your experiences in starting and operating a business in
Minneapolis.  The results will shape our efforts to improve the business
climate in Minneapolis.

In order to get as much input as possible, I am asking for you to help by
encouraging your members to participate in this effort.   Please forward
this message to anyone in your association who may be interested in
participating.

To ensure confidentiality of the individual responses, the survey results
are being collected by McKinsey and Company.  If you have any questions
