Actually, if I remember correctly, one of the more
contentious "not in my backyard" struggles over the placement of homeless
shelters in recent years was not in Whittier or Phillips, but in the
Cedar/Riverside neighborhood. It was covered extensively in the City Pages.
I'm not sure about the Strib.
