Sorry, Jay, I didn't notice that you had specified Primary. But the
newspaper report is still wrong; this is not the first in 40 years.
Since the change to non-partisan primaries in Minneapolis (where
the top 2 regardless of party advance) there have indeed been very few of
these -- this may have been the only one.
But that change was only 10-15 years ago, I think. Prior to that,
this was fairly common. For example, Kathy O'Brien beat Judy Corrao in the
primary in 1981; Jackie Slater beat Earl Netwal in the 1977 primary; and
there were probably others (Scallon defeated Zollie Green in the 1979, but
I think that was in the general). Others can probably remember more examples.
This is incorrect, and I wouldn't believe it even if Steve Brandt wrote it! :)
