I've been watching this thread develop, and was
confident that the discussion would take a turn in
this direction.

My wife used to manage two check cashing service
outlets (not unbank) in Saint Paul. The people who use
these services usually fall into one of these
catagories:

1. Illegal immigrants.

2. People who have abused and lost checking accounts
at regular banks.

3. People who are "hiding" from the IRS or state child
support enforcement.

4. People who are passing forged checks or checks on
closed accounts.

5. Out of towners in a jam (lost wallet etc.)or
working here temporarily.

6. Honest working people who have not been able to
establish a bank account because of:
      - No permanent residence
      - No "official" ID
      - Don't trust banks

People who establish a relationship with check cashing
services get discounted fee rates, and most places
offer "cash four get one free" type promotions, while
people off the street pay the full amount (determined
according to the check amount). 

These places do make their profits from lower income
people and I suppose that will put them in an ill
light with some, despite the fact that they provide a
service for people that few others are willing to
gamble on.
