We've done our homework to give us some degree of confidence with that. Whether [federal investigators] agree with us or not remains to be seen, and that's the subject of discussion." There's also an interesting history of how the city licenses contractors. It quotes Mayor Rybak saying, "before the latest federal probe, his administration was considering whether city elected officials should be appointing the members of city licensing boards. He suggested that the function could be ceded to the state but said that the issue remains under study."
