What's remarkable about the attorney's statement is how 
incredibly weak and toothless it is.  "We don't 
believe . . . " coupled with "an act of public corruption."?  
Plus the idea of only "some" degree of confidence, and that 
the possibility is left open that the feds will disagree with 
Symchych's homework?  Reading between the lines of attorney-
speak, it does not sound good at all for CM Biernat and the 
City.  We'll see.
