[TB]  The rule is the MN Constitution which says that acts of the
Legislature must be confined to a single subject.  The courts have
ruled some legislative acts to be void because they covered more than
one subject (the famous "garbage bills")

In this case the single subject may be appropriations since its all
about money.

I agree, there really isn't any reason to try to mix these two issues
together.  Come to think of it maybe the single subject is things
people get emotional about.
