Council Member Lilligren recently moved a house that was scheduled for demolition to make way for "Portland Place" in Phillips. This happened about two years ago, I believe. I'm sure he can offer some guidance. In fact, I think the nightmare of red tape, non-answers, and delays that came out of some city agencies was one of the reasons Mr. Lilligren realized that the city bears some responsibility for the housing shortage. The city has created an atmosphere that de-facto discourages private sector investment in housing.
