Just to mention taxes and arts, everyone in Hennepin County pays a tax as part of their property taxes to support the Minneapolis Institute of Arts. This tax is levied by the Park Board and levied across all of Hennepin County. Which someone may point out is a little odd as the Park Board is elected only in Minneapolis. Remembering back I think the amount of the levy is set by state law and has existed for a very long time. I this may be the most unknown property tax in the city.
