I think the library does a great job of fundraising given they are a
governmental entity primarily supported by taxes. Raising money for
governmental functions is very hard as most people feel like they have
already given through their taxes.  To give another example, we have had
very little success with people voluntarily agreeing to pay for alleyway
repaving even though we have many alleys which are desperately in need of
repaving.

I used alleys also point out how we seem to assume that services that deal
with people, like libraries and parks, should raise money though voluntary
donations while we don't expect services like street paving or sewer to
raise money.  Which seems to say something about the priorities we put on
people.
