Actually there is a law requiring licensing of bicycles. You can get a license for your bike at many bike shops and at the DMV where you buy tabs for a car. The cost is $10 for three years. When the police find an unlicensed bicycle, they can impound it. The purpose of the licensing is to allow an owner to recover their bike if stolen.
