I would like to remind everyone that although the plan was later than other plans -- the NAACP plan should still be considered fairly. The timeline as I understand it, still permits time for additional consideration in addition to the community feedback which has not been heard and is not scheduled until April 11. Given that, I certainly hope this is not an attempt to suggest that three weeks before the final plan is due, that the NAACP plan is too late to consider. We are not suggesting that the commission act overnight, there is still time. In fact, this discussion demonstrates there is still a time and place for public discourse and the NAACP plan should be a part of it.

There's a presumptuousness about running in at the last minute with a plan and demanding that it be accepted with the underlying tone being that not to do so would make the commission's work racist or insensitive to the needs of the City's communities of color. The NAACP has as much responsibility for beginning and completing its planning for a plan and submitting it in a timely fashion as anyone else. It is no excuse to suggest that the plan was late because the community had not commented on it. None of this says that the NAACP plan - or any plan - is in itself a bad plan. On the contrary, it might well be the best. But it is not the commission's responsibility to react overnight to a plan that should have been in place to debate and deliberate a ward system that will serve its citizens for the next decade. It is disingenuous to suggest otherwise. And the implicit threats should be ignored.
