I think the following answer's Andy's question. I saw this in the Pioneer Press--it was not covered in the Strib. According to the article the proposed change will be dealt with in conference committee.
"Minneapolis City Council members' terms would expire in 2003, instead of 2005, under a bill approved Wednesday by the Minnesota House. Rep. Phyllis Kahn, DFL-Minneapolis, who moved to add the measure to another bill, said it would allow city council representation to quickly catch up with population shifts."
