You'd think a Redistricting Geek would know this but... What power does the Council have with regard to redistricting? I know they have to enact an ordinance to make the map legally binding. But can the reject the map - in other words, refuse to enact the ordinance? Can the modify the map once it gets to them? (I'm guess not)
Anyway, I'd just like to know the ground rules as the Council bores in on this...
