I respond: Sounds like the Minneapolis and St. Paul of 50 or more years ago, when many of the most desirable and highest value areas were created, by developers responding to the market. My neighborhood (same as Paul's) is 99% pre-1950, and residents are generally very happy here. Doing away with codes also sounds like Houston, which I'm told has no zoning code. Perhaps some problems are worse there, but perhaps some are better. In any case, it has been growing rapidly, and Enron notwithstanding, is often cited as a great place for business and a decent place to live. I don't know what zoning codes are in place for the great cities of Europe, but perhaps it would be appropriate for Minneapolis to follow their lead, as we seek to do for transit and some environmental issues.
