The dark-horse proposal called the NAACP Plan may be the crayon to napkin map 
referenced by Greg Luce. I respect oral tradition as part of the 
Afro-American tradition, but I do think a map and a plan promoted by this 
prestigious organization must still include street names to go along with the 
squiggly lines. And do they squiggle!

As this dark-horse proposal (NAACP Plan) appears less dark, as it gains 
acceptance: It has assumed, for me, the appearance of a stalking-horse (Check 
your dictionary if your not an equestrian/politico such as T-Bonham). Brave 
CM Natalie Johnson Lee says she was penciled out, from the middle of her 
ward, in this plan. Looking at their map (NAACP), there appears a stairstep 
style gerrymeandering that, oops, just misses CM Johnson Lee's home, but 
neatly hooks Jackie C's. How can anyone be sure since, as yet, the street 
names haven't appeared on any copy of an NAACP Plan I can access? 

Stalking-horse ya' say? Well, in conversations with The Honorable Leola 
Seals, past president of our local NAACP, she makes clear and simple to me, 
the packing of the NAACP membership roster in the late 1990s. She was ousted 
her and cover then provided for the demolition of the ghetto, in what I call 
the Hollman Juggernaut. The mechanism is in place, is this what the NAACP is 
trotting out. 

So...help me out. Is the not so dark-horse a stalking horse?

 I wonder if anyone on the List can offer up the access address of the circa 
1998 City pages cover story on the bumping of Leola Seals and packing of the 
NAACP. I am a techno wimp looking for a geek here, thanks.
