A 'junked out car' is not a good idea.  Oil, brake and tranny fluids,
gasoline, antifreeze and who knows what else would only pollute the lake;
and, how would you propose getting it out after it sunk?  I think the 'ice
out' condition is usually defined as half the water being open and free of
ice-- does Park Board have a definition and/or keep track of such things?
