Rather, it appears that he's paying off a political debt to the Minneapolis Police Officers Federation, which has chilly relations with the Black Police Officers Association and is seen by many blacks as a haven for cops with 1950s social attitudes. Remember, Rybak received the federation's endorsement during the mayoral campaign. At the time, Mayor Sharon Sayles Belton claimed that the endorsement "really stinks." She also said she believed that Rybak must have "made a deal" with the federation in exchange for its support. Rybak and Police Federation President John Delmonico always have denied any quid pro quo deals. ======================================================== I thought the Police Federation endorsement of Rybak did stink. The whole story -- initially from leaks -- seem to have Rybak's fingerprints all over it -- you can never know for sure, but it sure seems to me that Rybak is trying to force the chief's hand through starting this "fast breaking story".
