How about a "Minneapolis Reads Thousands of Books" program, in which each citizen who participates chooses his or her own book, and then participates in a series of public discussions about why he/she chose it, recommends it to others, and then reads someone else's recommended book, discusses it, and so on? Incidentally (uninhibited plug), I hope to finish my book soon, when my life quiets down to a dull roar.
