If you've bought the bike from a friend or family member, you should get 
a signed receipt from them that gives you ownership. Take that bit of 
paper along when it's time to register. That's your "proof of ownership".

Yes, it is. It's usually near the bottom bracket on the frame (where the 
pedals attach), but some bikes have it below the handlebars on the frame. 
The letters and numbers are stamped into the metal.

If you built your frame yourself, you'll need to assign your own serial 
number. Stamping it into the frame would be a good idea.

Any of the "government service centers" should be able to get your bike 
licensed. A few years back, the University of MN police station also 
would handle bike registrations, and that was by far the easiest place, 
since there was never a line to stand in. I don't know whether they still 
offer that service or not, but it would be worth checking if you're near 
there.
