This sounds similar to what the city ordered the antique dealers to do.
Report each and every single transaction to the city police.  We lost a
large portion of our antique dealers after that.

If one purpose of bike registration is to allow that bikes be located when
stolen, perhaps there's an easier way to achieve this for at least part of
the bike universe.  The city could require that the serial number of any new
bike sold in Minneapolis be transmitted to the city by the bike shop, along
with the buyer's name.  This obviously would not cover bikes purchased by
Minneapolitans at suburban or St. Paul locations, unless it was expanded
statewide.  But those covered by serial number reporting could be exempted
from bike licensing laws, if the law is retained.  People who buy a used
bike in the city or a new bike in the suburbs could also license their bike
if they wanted some possibility of recovery after a theft.
