490.140.  Riding on sidewalk.  No person shall ride a bicycle upon a
sidewalk within a business district or upon any sidewalk where prohibited by
appropriate signage. (91-Or-065, �� 6, 7, 4-12-91)

And to the Critical Mass issue:

490.160.  Bicycle events.  No person shall conduct a bicycle event, parade,
contest or race without having first secured a permit from the office of the
mayor. Approval for such permit shall be granted only under conditions which
assure reasonable safety for all participants, spectators and other highway
users, and which prevent unreasonable interference with traffic flow which
would seriously inconvenience other highway users. (91-Or-065, � 8, 4-12-91)

427.240.  Dancing on streets.  No person shall dance or engage or
participate in any dancing upon any public street or highway in the city;
and no person shall provide for, promote or conduct any dance or dancing
upon any public street or highway in the city, except at a block party.

So, please... NO DANCING IN THE STREETS. :)
