It's nice to see a story with a happy ending once in a while.

Rybak fulfills his obligation to the union (you can make any
promise you can't keep); he's covered his behind in case
the police screw up again (not his fault he tried); and he
ends up owning nothing to the council (the deal never went
through).

Olson gets to keep his job (he seems to be having a good
time); and can either leave on a happy note or use his
leverage and this victory to remain indefinitely.

The council wins because they are not forced to take sides
and make a decision.

The public wins a little because Olson will have to do at least
a little hand waving in response to minority voices and
community pressure; and if there are one or two more big incidents
Rybak really will be able to let his contract expire (so we can
al least expect some improvement in policing practices).
