Who do I contact regarding a powerline that runs through the middle of my
yard to a street light on the boulevard in front of my house?

I would like this street light moved because the power line that feeds it
bisects my yard and is located where I want to plant two shade trees. I
could cut my coolng costs if I could get some decent shade on my house
during the summer, but with where the power line is located, I am worried
that I would end up with deformed trees from the hacking it would take to
avoid those lines. Since this power line feeds a street light, it is my
understanding that they (whomever is responsible for the line) could trim
my trees. After seeing some of the mutilations done to various trees under
powerlines, I suspect I would not have much of a shade tree left after
trimming.

If the street light could be moved to the middle of the block, the power
line that feeds it would run along my property line and away from my
house (and anyone elses house for that matter).
