Fran is accurate in that most of the push for Xcel's change came from the neighborhood groups before the city's newly elected officials were seated. However another person who has down yeoman's work on this issue is Bill Anderson, the head of the City's enviromental department. He is a real go-getter and his efforts behind the scenes, along with the groups that Fran mentions, did more than any elected officials.
