I agree concrete changes are needed, and not just visions of sugar plums
dancing in our heads.
I do not believe that throwing good money after bad will solve the issues
that all Minnesota schools are facing, especially Minneapolis schools.  Real
reform around the issues of ELL and Special Ed are needed now.  Better
methods in dealing with children from bad home environments and absent
parents need to be used.  We need reform and not just another dollar.  If
concrete plans to address these issues and serious budgeting reform are
created, then the funding for those plans should come forward.
