The MN House of Representatives is currently discussing a stadium bill.  The
conference committee report "solves" the Minneapolis $10 million limit by
providing that passage of a referendum for a stadium tax overrides the $10
million limit.

Yes, they can do that.  State law supercedes the city charter.

Motion to lay on the table just failed with most of the Mpls delegation
voting to table.
