Mr. Bonham said, "Eddie Felien ought'a know.  It was his dirty deal with
Herron back at the 1991 [sic] endorsing convention that put Brian Herron
into office."
That was an unfortunate and slanderous characterization of the events that
transpired at a DFL endorsing convention for the 8th Ward in the spring of
1993.  I was a reluctant candidate for endorsement.  I had publicly and
vocally supported residency for City employees.  Brian Herron assured me he
supported residency.  I said I would support him for endorsement.  Then he
got endorsed by the Police Federation, and he said he no longer supported
residency.  I told him if that was the case I would run against him for the
endorsement, even though the convention was only a few weeks away.  No other
candidate (there were about eight) supported residency.  Most of the other
candidates were eliminated, and, eventually, it came down to Brian at 30+%,
another candidate at 30+% and me at about 25%.  I was about to be
eliminated.  Both candidates came to me asking for support.  Brian assured
me he now supported residency, and that he would work to get it passed.  I
announced to the convention  I was supporting Brian because of his
commitment to residency.  I didn't consider that a "dirty deal."
Incidentally, as a result of that "deal" residency did get passed by the
City Council and was in effect until the leadership of the City allowed
suburban legislators to overturn their ordinance in the State Legislature.
The chief author of the override was Minneapolis Police Captain Rick Stanek,
a Representative from Maple Grove.  The City let it happen without a
whimper.
