I think most of us agree that part of the intended role of the police is to protect people from the sort of threats and terror Jim describes. Has the victimized family made a report to the police? What has the police response been?
At least anecdotally, police are putting a lot of effort into making life difficult for bicyclists right now. According to the Pulse article, the woman was stopped for riding two abreast with another cyclist (legal in Minneapolis). Bikes left locked to parking meters overnight are being ticketed and removed.
