A printout from MPL entitled "The New Minneapolis Central Library: How 
will it be different?" is appearing in libraries currently. It says the 
following:

Collection                        Now                                    
New Library
Books at your finger-tips    Only 15% of collection on    More than 50% 
on open                                             open shelves; 
balance          shelves; use of compact
                                        in closed basement              
shelving in storage areas
                                        stacks                        
         for space savings

This is much to vague for me. In good libraries, over 90% of the 
circulating collection is on open shelves. There are, of course, 
reference, rare books, the Minneapolis Collection, microfilm, government 
documents, etc. that do not circulate. However, I don't believe they 
comprise nearly 50% of the collection.

Would someone from the library like to fill us in with some explanations 
here?

If we are only putting "more than 50% on open shelves," (of the 
circulating collection) that figure is unacceptable. To mis-quote Walter 
Mondale, "Show me the books."
